Minutes of Regular Session

The Mayor and Board of Aldermen met in regular session on Monday, August 9, 2010 at 6:00 p.m. in the City Hall with the following members present:

 

Mayor Raymond Gunter

Alderman William Allen     Alderman Eddie Barnett, Jr.

Alderman Gary Grubbs    Alderman Paul Barkley

 

City Clerk Randall Baker was present and performed the duties of his office.

 

City Attorney Mike Mowrer was present as legal counsel for the City.

 

The mayor called the session to order and requested a roll call.

 

Approval of minutes

Motion was made by Alderman Grubbs and seconded by Alderman Barnett to approve the minutes of the July 12, 2010 regular session.  Motion carried unanimously.

 

Motion was made by Alderman Allen and seconded by Alderman Barnett to approve the minutes of the July 12, 2010 closed session.  Motion carried unanimously.

 

Payment of bills

Motion was made by Alderman Allen and seconded by Alderman Barkley to allow payment of the monthly bills with Alderman Grubbs abstaining on payment of warrant number 45631 in the amount of $33.43.  Motion carried unanimously.

 

Bids on Central Avenue property and 1997 Ford pickup

There were no bids submitted on the property at 512 Central Avenue nor were there any bids submitted on the 1997 Ford pickup which were both advertised for sale. 

 

Motion was made by Alderman Barkley and seconded by Alderman Barnett that Alderman Allen be given permission to take the 1997 Ford pickup to a local auto auction for sale at auction.  Motion carried unanimously.

 

Alderman Barnett was authorized to negotiate the sale of the property at 512 Central Avenue.

 

Visitor’s Center

An engineering report on the Visitor’s Center was reviewed.  The report states the structure shows multiple signs of aggressive deterioration, almost exclusively from water infiltration.  The engineer suggests that repair of the sill and first course of logs should be the first priority and should be repaired in a timely manner.

 

Motion was made by Alderman Barnett and seconded by Alderman Barkley to obtain bids to see what the costs would be for the repair of the Visitor’s Center.  Motion carried unanimously.

 

Bids for sign at Campbell Airport

Motion was made by Alderman Allen and seconded by Alderman Barkley to advertise for bids on a sign for the Campbell airport.  Motion carried unanimously.

 

Curtis Littrell appointed to Park Board

Motion was made by Alderman Allen and seconded by Alderman Barkley to approve the Mayor’s appointment of Curtis Littrell to the Park Board.  Motion carried unanimously.

 

Reimburse Genersis Home Health for sidewalk repair

Motion was made by Alderman Grubbs and seconded by Alderman Allen to reimburse Genesis Home Health Care in the amount of $1,940.00 for and 83’ by 6’ sidewalk repair on North Ash Street.  Motion carried unanimously.

 

Closed Session

Motion was made by Alderman Barkley and seconded by Alderman Barnett to go into closed session to discuss matters as allowed under section 610.021, RSMo and those matters only.  A roll call vote was taken with Alderman Barnett voting yes, Alderman Barkley voting yes, Alderman Grubbs voting yes and Alderman Allen voting yes.

 

After returning to open session the minutes reflect the purchase of a piece of property was discussed.

 

Reimburse Missouri Peach Fair Board

Motion was made by Alderman Barkley and seconded by Alderman Allen, in order to support the overall economic development of the City, to reimburse the Missouri Peach Fair Board $7,500.00 for a donation made to the Downtown Development Corporation in 1997.  Motion carried with three yes and with Alderman Grubbs abstaining.

 

Nuisance condition at 905 Car Street

The Council discussed the property at 705 Car Street which is not in conformance with City Ordinance and the continuing complaints from area neighbors and property owners.

 

Motion was made Alderman Barkley and seconded by Alderman Barnett that the owner of the property located at 705 Car Street and more fully described as the east one-half of Lot 3 and the west 47 feet Lot 2 Block A Taylor  Addition be notified of the nuisance condition existing on the property.  Motion carried unanimously.

 

Adjournment

Motion was made by Alderman Barkley and seconded by Alderman Grubbs to adjourn.  Motion carried unanimously.
